When negotiating with a site, what are distinctive things you do for a successful negotiation?

A company that I have worked with has been using Online Negotiation through GrantPlan for over a year. They found that their negotiation turn around time from when the initial offers were sent out to Investigators till the time it took for the budget to be agreed upon rapidly decreased from an average of 49 days to 17 day!
